工程質量監理目標是：建立全面的質量控制體系，強化承包人自檢體系的管理，嚴格做好中間的質量檢驗以及現場質量驗收，搞好工序監測，強調以事前控制為主，嚴格開工報告的審批，預防質量通病的發生，杜絕施工質量事故，確保工程質量創優。
    1.建立質量保證組織體系
   1.1監理工程師必須建立完整的質量監控組織體系，以保證對所有施工環節進行有效控制。質量控制組織體系中應根據工程實際情況設置材料、試驗、測量、計量等及各工程項目的專業技術崗位，并明確其名稱和職責，實行工程質量終生崗位責任人制度。此外，應建立獨立的監理中心試驗室和測量機構，質量數據不與承包人共享。
   1.2督促、檢查承包人自檢的三級質量保證體系。承包人自檢質保體系的核心和基礎是各級分項工程自檢質量負責人和工地試驗，監理工程師必須對其嚴格審查，不符合要求的必須及時更換和充實完善。
    2.劃分質量單元
