第一章  總則
1.1 說明
為了提高水利工程建設(shè)項目施工招標標底編制水平，指導(dǎo)標底編制工作，根據(jù)水利部《水利工程建設(shè)項目施工招標標底編制指南》，結(jié)合和《浙江省水利工程建設(shè)項目施工招標投標實際情況，管理辦法》浙建[2002]54號制定本編制辦法。
1.2 使用范圍
本辦法用于我省境內(nèi)水利工程建設(shè)項目。
