工程量清單投標(biāo)報(bào)價(jià)基礎(chǔ)知識.xls

由定額計(jì)價(jià)向清單報(bào)價(jià)轉(zhuǎn)變，作為造價(jià)管理人員，尤其是施工單位的投標(biāo)報(bào)價(jià)人員，首先要擺脫過去對定額的依賴性，積極收集與工程造價(jià)有關(guān)的基礎(chǔ)數(shù)據(jù)資料，建立自己企業(yè)的數(shù)據(jù)庫，按照企業(yè)自身水平進(jìn)行投標(biāo)報(bào)價(jià)。
一、正確、充分理解工程量清單計(jì)價(jià)的原則
1•政府宏觀調(diào)控——制定計(jì)價(jià)規(guī)則《建設(shè)工程工程量清單計(jì)價(jià)規(guī)范GB50500一2003》
2•企業(yè)自主報(bào)價(jià)——遵循價(jià)值規(guī)律，體現(xiàn)企業(yè)自身水平。也就是說，按照計(jì)價(jià)規(guī)范，用清單報(bào)價(jià)的計(jì)價(jià)方式計(jì)算的工程造價(jià)，其計(jì)算過程和計(jì)算結(jié)果均不再適用"正確與否",而適用"合理與否"來對其進(jìn)行評價(jià)；
3•市場競爭形成價(jià)格——企業(yè)充分參與市場競爭,合理低價(jià)中標(biāo)。
二、擺脫對定額的依賴性
很多工程造價(jià)人員(企業(yè))在投標(biāo)報(bào)價(jià)時(shí)，完全依賴造價(jià)管理部門發(fā)布的消耗量定額綜合單價(jià)，不收集與工程造價(jià)有關(guān)的基礎(chǔ)數(shù)據(jù)資料，建立自己企業(yè)的數(shù)據(jù)庫，把消耗量定額綜合單價(jià)當(dāng)作過去
