一、為適應(yīng)社會主義市場經(jīng)濟(jì)的發(fā)展和水利水電工程基本建設(shè)投資管理的需要，提高概(估)算編制質(zhì)量，合理確定工程投資，根據(jù)建筑安裝工程費用組成的有關(guān)規(guī)定，在水建[1998]15號文《水利水電工程設(shè)計概(估)算費用構(gòu)成及計算標(biāo)準(zhǔn)》的基礎(chǔ)上，并結(jié)合近些年水利水電工程自身行業(yè)特點，制定了本編制規(guī)定。它是編制和審批水利水電工程設(shè)計概(估)算的依據(jù)，也是編制工程標(biāo)底的指導(dǎo)性標(biāo)準(zhǔn)。
二、本規(guī)定適用于中央項目和中央?yún)⑴c投資的地方大型水利水電工程。
三、工程的設(shè)計概(估)算應(yīng)按編制年的政策及價格水平進(jìn)行編制。若工程開工年份的設(shè)計方案及價格水平與初步設(shè)計概算有明顯變化時，則其初步設(shè)計概算應(yīng)重編報批。
四、本規(guī)定由水利部水利建設(shè)經(jīng)濟(jì)定額站負(fù)責(zé)管理與解釋。
