關(guān)于印發(fā)《鹽城市區(qū)房屋建筑和市政基礎(chǔ)設(shè)施工程工程量清單施工招標(biāo)投標(biāo)評標(biāo)實施細則（試行）》的通知
各縣（市）建設(shè)局，各有關(guān)工程建設(shè)（開發(fā)）單位、施工單位，各工程招標(biāo)代理機構(gòu)：
　　為全面推行工程量清單計價招標(biāo)投標(biāo)，進一步規(guī)范市區(qū)建設(shè)工程項目施工招標(biāo)投標(biāo)評標(biāo)定標(biāo)活動，維護工程招標(biāo)、投標(biāo)各方主體的合法權(quán)益，根據(jù)《中華人民共和國招標(biāo)投標(biāo)法》和建設(shè)部、省、市相關(guān)法規(guī)規(guī)定，結(jié)合市區(qū)實際，我局研究制訂了《鹽城市區(qū)房屋建筑和市政基礎(chǔ)設(shè)施工程施工工程量清單招標(biāo)評標(biāo)定標(biāo)實施細則（試行）》，現(xiàn)予印發(fā)，于  年  月 日起執(zhí)行；原鹽市建招字[2002]1號文廢止。本細則試行后，全部使用國有資金投資或國有資金投資為主的建設(shè)工程，執(zhí)行建設(shè)部《建設(shè)工程工程量清單計價規(guī)范》和省相關(guān)配套規(guī)定進行工程量清單計價招標(biāo)投標(biāo)評標(biāo)。
各縣（市）可以針對本地區(qū)實際情況，按照公平、科學(xué)、有利于鼓勵投標(biāo)人之間競爭的原則，調(diào)整本細則及附件中的有關(guān)評價指標(biāo)和評分標(biāo)準，參照本細則確定適用于本地區(qū)的評標(biāo)規(guī)則，公布適用于本地區(qū)的招標(biāo)投標(biāo)評標(biāo)方法和標(biāo)準。調(diào)整的內(nèi)容應(yīng)報我局備案。
