工程建設項目招標范圍和規模標準規定
第一條  為了確定必須進行招標的工程建設項目的具體范圍和規模標準，規范招標投標活動，根據《中華人民共和國招標投標法》第三條的規定，制定本規定。
第二條  關系社會公共利益、公眾安全的基礎設施項目的范圍包括：
    （一）煤炭、石油、天然氣、電力、新能源等能源項目；
    （二）鐵路、公路、管道、水運、航空以及其他交通運輸業等交通運輸項目；
    （三）郵政、電信樞紐、通信、信息網絡等郵電通信項目；
    （四）防洪、灌溉、排澇、引（供）水、灘涂治理、水土保持、水利樞紐等水利項目；
    （五）道路、橋梁、地鐵和輕軌交通、污水排放及處理、垃圾處理、地下管理、公共停車場等城市設施項目；
    （六）生態環境保護項目；
    （七）其他基礎設施項目。
第三條  關系社會公共利益、公眾安全的公用事業項目的

Construction project scope and scale of the standard provisions of the tender
The first tender in order to determine the need for construction projects of the specific scope and scale of standards, norms bidding activities, according to "The People's Republic of China Public Bidding," the provisions of Article III, the enactment of this provision.
The second social and public interests, public safety infrastructure projects include:
    (A) of the coal, oil, gas, electricity, new energy and other energy projects;
    (B) of the railway, highway, pipeline, water, air and other transportation and other transportation projects;
    (C) postal and telecommunications hub of communications, information networks and Telecommunications projects;
    (D) flood control, irrigation, drainage, cited (for) water, beach management, water conservation, water control and other water conservancy projects;
    (E) roads, bridges, subway and light rail transport, sewage discharge and treatment, garbage disposal, ground management, public car parks, urban infrastructure projects;
    (Vi) ecological and environmental protection projects;
    (Vii) other infrastructure projects.
