一、承建本工程的總體目標(biāo)規(guī)劃

（一）工程質(zhì)量目標(biāo)
1、整體工程質(zhì)量遵守國(guó)家、建設(shè)部及原電力部、國(guó)家電力公司頒發(fā)的標(biāo)準(zhǔn)、規(guī)定，達(dá)到優(yōu)良等級(jí)，確保創(chuàng)省優(yōu)質(zhì)工程。
2、建筑工程合格率100%，優(yōu)良率100%。
（二）施工工期目標(biāo)
1、總工期105天，較招標(biāo)文件工期要求提前15天。
2、如我方責(zé)任延誤工期時(shí)，無(wú)條件接受項(xiàng)目法人按合同約定額度給予處罰。
（三）安全、文明施工及環(huán)保目標(biāo)
1、無(wú)重傷以上人身事故，杜絕重大機(jī)械、設(shè)備損壞事故，杜絕負(fù)主要責(zé)任的重大交通事故及其它重大事故；杜絕因管理不善而造成的機(jī)械設(shè)備、交通運(yùn)輸、爆炸、火災(zāi)、中毒等重大事故；千人負(fù)傷率控制在4‰以內(nèi)。
2、嚴(yán)格執(zhí)行ISO14000環(huán)境管理和職業(yè)安全衛(wèi)生管理體系，不發(fā)生環(huán)境污染事故。
3、文明施工樹樣板，創(chuàng)市級(jí)文明施工工地。
（四）其它目標(biāo)
1、按建筑法及建筑條例新規(guī)定執(zhí)行建筑工程保修期。
2、主動(dòng)與其它標(biāo)段相互配合、協(xié)調(diào)運(yùn)作，避免施工中的相互干擾帶影響施工。
3、積極處理好涉及地方的相關(guān)事宜，營(yíng)造和諧的施工環(huán)境，確保工程順利進(jìn)展。

二、工程概述
（一）工程規(guī)模及建址
新建鶴壁電廠三期工程建設(shè)規(guī)模為2×600MW火電機(jī)組，建址在河南省鶴壁市新風(fēng)路1號(hào)，即在電廠二期工程
