質量保證措施
質量是生命——是我單位生存、發展之本，更是我公司全體員工各自工作崗位上，始終堅守的信念，并在實施全過程中落實，確保該合同的順利實施，確保高速公路的高質量管理體系的實施。
 一、具體質量目標——爭創國優，誓奪“優良工程”。
本標段質量一次驗收優良率100%，不允許出現評價不合格工程，堅決杜絕不合格項目，不論是自檢，還是業主、監理工程師的中檢、抽檢、終檢，任何時間都要達到100%的優良率，必須都要達到部優標準，爭創國優，誓奪“優良工程”。
二、總則
（一）認真落實《公路工程施工企業質量自檢體系管理暫行規定》，嚴格貫徹執行《高速公路建設工程優質優價實施辦法》。
（二）整個工程及分項、分部工程按施工規定施工，按《施工監理程序和實施細則》進行檢查。
 1、質量領導組定期抽查。
 2、質檢部配合駐地監理人員對分項、分部工程的檢驗和自檢，起以作用。
（三）質量工程依據設計文件要求，交通部頒發的施工技術規程、規范、質量檢查、驗收標準，做到嚴格認真、準確及時，真實可靠、系統達標。
（四） 質量指標以數據考評來起到把關，指導作用，并實行獎罰制度。
三、 質量控制機構和創優規劃
    工程質量的優劣是關系到工程運營生產的百年大計的問題，也是關系到施工承包企業生死存亡、能否在市場競爭中取得勝利的根本問題，做為工程施工的承包商和項目經理，應該從領導和決策方面，以戰略的眼光看待這一問題，為此我公司特建立質量保證體系附后，實施項目經理負責制。
    質量管理領導小組是整個工程質量管理的最高領導機構，由項目總經理、總工程師、副經理、質檢部長、實驗室主任、工程管理部長組成，制定整個合同段工程質量創優規劃、方針、措施。各施工隊分別設質量管理現場領導組，由施工隊長、質檢科長、工程科長、主任工程師組成。質檢科和試驗室專職抓現場質量管理。施工隊一級的質量管理機構在項目經理部質量管理小組領導下，制訂本工段施工區段的創優措施，質量實施計劃，并重在現場落實。施工隊所屬各施工班組根據自己的創優任務，擬定項目工程具體的分項實施計劃，責任到人，嚴格要求，全員全過程質量控制。對各段的施工難點、關鍵工序進行分析，選定有關課
