一般規定：
土石方工程應合理選擇施工方案，編制、審批、實施符合九九定額精神，盡量采用新技術和機械化施工。
施工中如發現有文物或古墓等應妥善保護，并應立即報請當地有關部門處理后，方可繼續施工。
在敷設有地上或地下管道、光纜、電纜、電線的地段施工進行土方施工時，應事先取得管理部門的書面同意，施工時應采取措施，以防損壞。
土石方工程應在定位放線后，方可施工。
土方工程施工應進行土方平衡計算，按照土方運距最短、運程合理和各個工程項目的施工順序做好調配，減少重復搬運。
1、場地平整
1.1、操作方法：
關鍵是測量，隨干隨測，最終測量作好書面記錄。實地測點標識，作為檢查、交驗的依據。
填方應選用符合要求的土料，邊坡施工應按填土壓實標準進行水平分層回填壓實。
平整場地后，表面逐點檢查，檢查點的間距不宜大于20M。
