一、項目概述
    洣江大道二期工程位于洣江北岸，西起衡東大橋橋頭處，連接洣江大道一期，沿洣江向東與文明東路平交后，一直向東延伸連接到衡大高速連接線上，本標段全長1600米，是一條城市Ⅲ級主干道，路幅寬度36米。本道路是城區的一條重要的東西主干道，建成后它就可和原唯一的一條東西向主干道交通東路一起形成城區道路交通網絡，它的建設對緩解城區交通擁堵具有重要意義；并可大大改善城市環境、提升城市品位、有利于促進招商引資、加快城鎮發展。
根據《中國地震參數區劃圖GB18306-2001》，全線地震基本烈度均小于Ⅵ度。故本路線所設構造物僅做簡單抗震設防。
沿線水系較發達，河流降水量充沛，雨量多集中在4~8月，河水位受降水量影響明顯。
本區屬亞熱帶季風性濕潤氣候，氣候溫和，四季分明，雨水充沛，春濕多雨；夏秋多旱，嚴寒期短，暑熱期長。常年平均氣溫16.2℃~17.7℃，極端最高氣溫40.5℃，極端最低氣溫-7.9℃，一年中以7~8月最熱，12月~次年2月最冷，有霜凍和降雪，年降水量1325.3~1395.1mm，集中在3~8月，年蒸發量為1452mm，全年無霜期231～282天。氣候對施工計劃有影響的主要是雨季。
路線所在地區交通比較發達，地方鄉村道路密集、交通便利；電網密布，電力資源充足；有程控電話，可直接與世界各地通訊聯系。
二、技術標準
    全線按城市Ⅲ級公路標準設計，主要技術指標如下：

I. Project Overview

According to "China Earthquake Zoning Map of GB18306-2001", full range of basic earthquake intensity is less than Ⅵ degree. Therefore, this route is only set to do a simple earthquake-proof structures.
More developed along the river system, rivers abundant rainfall, rainfall mostly in 4 to 8 months, the water bit by precipitation was obvious.
This area belongs to humid subtropical monsoon climate, mild climate, four distinct seasons and plenty of rain and wet rainy spring; summer and more drought, cold and short, and long summer heat. Annual average temperature of 16.2 ℃ ~ 17.7 ℃, extreme maximum temperature 40.5 ℃, extreme minimum temperature of -7.9 ℃, the year to 7 August the hottest, in December to next February the coldest, with frost and snow, the annual precipitation volume 1325.3 ~ 1395.1mm, concentrated in the 3 August, the annual evaporation is 1452mm, annual frost-free period 231 ~ 282 days. Impact of climate on the major construction program is the rainy season.
Route traffic more developed area, the local rural road with convenient traffic; power clouds sufficient power resources; a program-controlled telephone, direct communication links with the rest of the world.
