⒈施工準備
⑴ 施工測量
在開工前先進行施工測量，包括導線、中線及高程的復測，水準點的復查與增設，測量與繪制橫斷面。施工測量的精度符合《公路勘測規程》（JTJ061-99）的要求。并將測量方法及成果資料簽字后交送監理工程師。經監理工程師批準后方可施工。
在開工之前在現場放出路基坡腳、路塹塹頂、截水溝、邊溝、護坡道、取土坑、棄土場等的具體位置，標明其輪廓，提請監理工程師檢查批準。
⑵ 調查與試驗
路基施工前對施工范圍內的地質、水文、障礙物、及各種管線等情況進行詳細調查。
對圖紙所示的利用挖方、借土場的路堤填料取有代表性的土樣進行試驗，試驗方法按《公路土工試驗規程》（JTJ051-93）執行，試驗項目按 “技術規范”要求進行。
⑶ 防水、排水
施工前做好路基的各種防、排水設施，挖設排水溝，并保持其處于良好的排水狀態。
⑷ 清理場地
