第一節 我國公路工程招投標概述 

公路工程建設推行招投標制是我國公路建設事業改革開放的結果。公路工程建設項目招標投標是國際通用的、比較成熟的而且科學合理的工程承發包方式。公路建設行業是我國推行招投標制度最早的行業之一，在“七五”期間，引進外資的建設項目中，同時“引進”了國際通用的招投標制，招投標制不僅在理論上符合市場經濟和價值規律的基本原理，而且實踐證明，招投標制可以確保工程質量、縮短建設工期、降低工程造價、提高投資效益、保護公平競爭。
招投標制促使建設單位按基本建設程序辦事；促使施工單位在競爭中注重自身的經營管理、技術進步，提高管理水平，樹立良好的信譽；促使施工企業由生產型向生產經營型轉變，改革企業內部的經營體制和管理體制，以求得最好的經濟效益。
1985年交通部頒布了《公路工程施工招標投標試行辦法》，1989年在總結我國公路工程施工招投標的經驗和教訓的基礎上，修訂成為《公路工程施工招標投標管理辦法》，1996年7月1日發布了《公路建設市場管理辦法》，1997年10月1日又在以上辦法基礎上發布了《公路工程施工招標資格預審辦法》和《公程

Implementation of highway construction bidding system is the cause of reform and opening up China's highway construction results. Bidding for highway construction projects is an international, more mature and scientific and rational approach to construction contracts.
