第一章  施工組織設計編制說明

第一節  編制目的
本施工組織設計的編制目的，旨在為某縣濱海工業區啟動區西側塘路工程投標階段提供較為完善的綱領性文件。在施工階段，我們將結合以往類似工程施工管理經驗，對投標階段施工組織設計作適當調整，以便更好地指導工程施工管理，以確保實施優質、按期、高效、低耗、安全、文明地完成本工程的建設。
第二節  編制原則
1、遵循招標文件及招標補遺書的各項條款的原則。
2、遵循設計和標前會的原則，正確組織施工，確保工程質量優良。
3、堅持招標文件和設計施工圖中的技術規范的原則，確保產品使業主滿意。
4、實行“項目法施工”的原則。
5、堅持實事求是的原則，根據本單位的實力，確保施工組織的可行性先進性和合理性。
6、充分發揮機械化、專業化施工企業優勢的原則。
7、確保本工程施工的安全、質量、進度和文明施工均滿足業主要求。
第三節   編制依據
1、某縣姘海工業區啟動區西側塘路工程施工招標文件以及招標答疑會議紀要和文件。
2、由某市城市規劃設計研究院設計的啟動區西側
