第一章  編制依據(jù)、原則及范圍
第一節(jié)  編制依據(jù)
　　一、《西區(qū)中心莊路跨京津塘高速橋工程施工公開(kāi)招標(biāo)招標(biāo)文件》。
　　二、業(yè)主提供的本工程招標(biāo)圖紙及隨招標(biāo)文件下發(fā)的相關(guān)設(shè)計(jì)資料。
　　三、招標(biāo)文件關(guān)于編制標(biāo)書(shū)的有關(guān)要求。
　　四、現(xiàn)行相關(guān)的國(guó)家及部頒設(shè)計(jì)規(guī)范、施工規(guī)范、驗(yàn)收標(biāo)準(zhǔn)及有關(guān)文件，天津市、開(kāi)發(fā)區(qū)及業(yè)主的有關(guān)規(guī)定。
　　五、招標(biāo)期間招標(biāo)單位與投標(biāo)單位所有來(lái)往的函件及補(bǔ)遺資料。
　　六、我公司對(duì)施工現(xiàn)場(chǎng)實(shí)地勘察、調(diào)查資料。
　　七、我公司積累的成熟技術(shù)、科技成果、施工工法以及多年來(lái)從事同類工程的施工經(jīng)驗(yàn)。
　　八、我公司可調(diào)用到本工程的各類資源。
第二節(jié)  編制原則
一、安全第一的原則
在施工組織設(shè)計(jì)的編制中始終按照技術(shù)可靠、措施得力、確保安全的原則確定施工方案，在確保萬(wàn)無(wú)一失的前提下組織施工。
二、優(yōu)質(zhì)高效的原則
　　加強(qiáng)領(lǐng)導(dǎo)，強(qiáng)化管理，優(yōu)質(zhì)高效。根據(jù)我們?cè)谑┕そM織設(shè)計(jì)中明確的質(zhì)量目標(biāo)，貫徹執(zhí)行ISO9001質(zhì)量體系標(biāo)準(zhǔn)，積極推廣、使用“四新”技術(shù)，確保質(zhì)量目標(biāo)的實(shí)現(xiàn)。施工中
