1. 編制依據(jù)和編制原則
1.1. 編制依據(jù)
（1）港區(qū)部分道路及其配套工程BT項(xiàng)目招標(biāo)文件;
（2）業(yè)主對(duì)本工程《建設(shè)項(xiàng)目BT方式招標(biāo)文件答疑》;
（3）本工程執(zhí)行的施工規(guī)范及驗(yàn)收標(biāo)準(zhǔn)等;
（4）我單位對(duì)施工現(xiàn)場(chǎng)踏勘和調(diào)查的情況;
（5）我單位綜合經(jīng)濟(jì)技術(shù)實(shí)力及以往類似工程的施工經(jīng)驗(yàn)。
1.2. 編制原則
該工程是太倉港港區(qū)的一項(xiàng)重點(diǎn)工程，也是我公司拓展業(yè)務(wù)的重中之重的頭等大事，為此我公司將投入高效管理班子、一流的隊(duì)伍進(jìn)行施工，確保安全、質(zhì)量、進(jìn)度、文明達(dá)到一流水平，為太倉人民提供滿意的服務(wù)。我們將本著以下原則編制標(biāo)書：
⑴本著“百年大計(jì)，質(zhì)量第一”的原則：嚴(yán)格按照ISO9002質(zhì)量管理體系原理與要求編制質(zhì)量管理體系，同時(shí)依據(jù)相關(guān)技術(shù)規(guī)范編制各施工工序的質(zhì)量工藝措施，以高標(biāo)準(zhǔn)的工序質(zhì)量來確保全部工程的施工質(zhì)量。
⑵堅(jiān)持以設(shè)備保工藝，以工藝保質(zhì)量的原則：配備先進(jìn)施工設(shè)備保證施工工藝，以可靠的施工工藝保證施工質(zhì)量，保證工程質(zhì)量目標(biāo)的實(shí)現(xiàn)。
⑶確保施工按期完成的原則：合理安排施工進(jìn)度，應(yīng)用網(wǎng)絡(luò)計(jì)劃技術(shù)合理安排各項(xiàng)工程的施工順序，安排好工序銜接，采用流水作業(yè)和搭接作業(yè)法組織施工,突出重點(diǎn)，兼顧一般，確保工期，均衡生產(chǎn)，留有余地。
(4) 確保環(huán)境的原則：注意環(huán)境保護(hù)，編制了環(huán)境保護(hù)措施，實(shí)行安全生產(chǎn)、文明施工。
(5)優(yōu)化方案的原則：優(yōu)化資源配置,科學(xué)組織施工，采取技術(shù)組織措施和管理措施降低工程造價(jià)。
