安全文明生產(chǎn)及環(huán)境保護管理辦法

一、總則
    1、文明施工是反映施工單位素質(zhì)和施工能力，保證施工質(zhì)量和進度的基本條件。為使京承高速公路建設文明施工規(guī)范化、標準化，特制定本規(guī)則。
    2、本規(guī)則適用于京承高速公路工程建設項目的所有施工單位及監(jiān)理單位，包括各標段內(nèi)部勞務施工隊。勞務隊與項目經(jīng)理部之間、監(jiān)理與項目部均應簽訂安全生產(chǎn)目標責任書。工程各項經(jīng)濟承包合同中必須有明確的安全生產(chǎn)指標，安全生產(chǎn)目標責任書中必須有明確的安全生產(chǎn)指標、有針對性的安全保證措施、雙方責任及獎懲辦法。
    3、各標段在施工生產(chǎn)中，應貫徹執(zhí)行“文明施工，安全生產(chǎn)”的原則，并根據(jù)本規(guī)則的規(guī)定，結合實際情況，制定相應的規(guī)章制度。建立健全各級、各職能部門及各類人員的安全生產(chǎn)責任制，裝訂成冊，其中項目部管理人員安全生產(chǎn)責任制還應掛墻。施工現(xiàn)場各工種安全技術操作規(guī)程齊全，裝訂成冊。
4、各施工單位在施工中，要保障施工人員的人身安全、工程的安
全，以及避免工程施工對周圍環(huán)境的干擾，加強環(huán)境保護。在施工中，嚴格遵守國家的安全生產(chǎn)法規(guī)和環(huán)境保護法令，自覺保護勞動者生命安全，保護自然生態(tài)環(huán)境。

    5、工程開工前，各施工單位均應在詳細核對設計文件，根據(jù)施工地段的地形、地質(zhì)、水文、氣象等資料，編制施
