環境保護與水土保持措施
 一、綜述
 1、生態環境保護和水土保持是保證環境資源持續發展和有效利用的根本。我們在施工中，嚴格按照《中華人民共和國環境保護法》、《中華人民共和國水土保持法》、本項目《環境保護實施計劃》和當地環境保護和水土保持的有關規定，依據招標文件，建立管理體系，對我單位公路施工活動范圍內環境予以認真保護。
 2、結合本合同段工程實際和自然環境保護特點，制定具體環境保護和水土保持措施并貫徹落實。
 3、無條件地接受當地環保部門和工程師對施工過程中環保工作的監督、指導，積極改進環保、水保中存在的問題，文明施工。
 4、借鑒我單位以往施工中環境保護和水土保持的經驗，在施工過程中，全面規劃、統一管理、嚴格執法、綜合治理、合理利用、實現環境效益、社會效益和經濟效益的統一。
 5、宣傳貫徹執行《中華人民共和國環境保護法》、《中華人民共和國水土保持法》和《環境保護實施計劃》，加強對全體施工人員環境保護和水土保持方面的教育，提高全員環境保護和水土保持意識。
 6、工作安排時，永臨結合，因地制宜，最大限度減少施工對環境的破壞，保護環境，防止水土流失。
 7、保護野生動、植物，嚴禁施工人員獵殺野生動物。
 8、加大獎罰力度，堅持“誰污染，誰負責，誰治理”的原則。
 二、管理體系及組織機構
 1、建立專門機構、配齊專業人員。
 建立相應的組織機構，設專職管理部門，配齊專業管理人員，聘請一名環保專家指導本標段的環境保護工作。項目部設環境保護室，專人負責本合同段工程的環境保護和水土保持工作，協調、檢查、督促各施工隊依法保護生態系統的平衡，杜絕污染。詳見《環境保護及水土保持組織機構框圖》。

Environmental Protection and Conservation Measures
