1.1 工程位置
××省人民大會堂遷建工程位于××市寶石山下，省行政中心規(guī)劃
區(qū)內(nèi)。東為××河，河東為環(huán)城西路，道路紅線寬40m；西靠省電力設計院辦公樓；南臨市中級法院和規(guī)劃中的鳳起路延伸段，道路紅線寬24m，路南為××市青海年活動中心；北倚省老年活動中心和新省府路，道路紅線寬30m，路北為省府大院。地勢平坦，地面標高為黃海高程5.66～5.99m，總用地面積5.9hm2，建筑紅線內(nèi)面積4.91hm2。
1.2 工程特點
經(jīng)過認真學習，分析研究招標文件及設計圖紙，我們認為本工程具
有以下幾大特點:
1.2.1 社會影響大。本工程作為省重大工程，建筑占地面積達1.58萬余m2，主樓建筑面積達5.85 萬余m2，是省21 世紀的標志性工程，人民和社會各界時刻關心著工程的進展和質(zhì)量狀況。
1.2.2 定位標準高。基于本工程的重要性，工程質(zhì)量目標必須定位在高起
