第一章　　編制依據

本施工組織設計作為主導施工的依據，編制時對目標工期、工程質量、項目管理機構設置、勞動力組織、施工進度計劃控制、機械設備及周轉材料配備、主要分部分項工程施工方法、安全保證措施、文明施工及環境保護措施、降低成本措施等諸多因素盡可能充分考慮，突出科學性及可行性。本施工組織設計依據以下幾項編制：
1、福建省閩水招標代理有限公司頒發的文山里水文實驗站測報綜合樓建設工程招標文件。
2、福建省建筑科學研究院勘察設計分院設計的文山里水文實驗站測報綜合樓建設工程建筑、結構、給排水施工圖。
3、現行國家有關規范、標準和規程。
4、福建省及福州市有關文件及規定。
5、現場實際情況。

第二章　　施工部署
