甲方工程部全套管理辦法.doc

一、合同管理辦法：

1、為了規范合同簽認程序，使現場施工管理程序化、規范化、標準化，制定本管理辦法。
3、合同草案應由甲方起草，經雙方共同討論通過后先由乙方簽字蓋章。
4、本工程中由總包單位自行分包的施工合同應及時報甲方備案。合同應由相關部門經理及公司總經理審批后方可簽訂。
5、合同簽署及審批人員必須對合同內容進行周密考慮及審查，以保證合同主要條款的合法性、嚴密性、可行性。合同簽訂后，甲方留存一份原件，財務部、投資預算部門及經辦部門留存一份原件或復印件，其他部門需要留存合同的，由經辦部門提供復印件。
6、合同內容應盡力實現公司利益最大化，充分體現公司價值取向；
7、各類業務分包(采購)合同金額（工程造價）在5萬元以上（含5萬元）必須考慮實行招標選擇合作單位。各類招標項目預選投標單位應不少于三家。
8、工程類合同執行過程及完畢后，投資預算部門應持合同相關文件報財務部門備案。當經濟合同簽訂后出現補充或更改時，應進行詳細的文字說明備忘。
9、本工程鋼筋及甲供設備定貨合同應經丙方、乙方、甲方共同考察評比后依次簽字蓋章
二、施工質量控制辦法
