第一章  總　則
　　第一條　為了保證工程建設重大事故及時報告和順利調查，維護國家財產和人民生命安全，制定本規定。
　　第二條　本規定所稱重大事故，系指在工程建設過程中由于責任過失造成工程倒塌或報廢、機械設備毀壞和安全設施失當造成人身傷亡或者重大經濟損失的事故。
　　第三條　重大事故分為四個等級：
　　（一）具備下列條件之一者為一級重大事故：
　　１．死亡三十人以上；
　　２．直接經濟損失三百萬元以上。
　　（二）具備下列條件之一者為二級重大事故：

Chapter I General Provisions
The first construction projects to ensure timely reporting of major accidents and smooth investigation, maintenance of state property and the safety of the people, to develop this provision.
Article The term major accident means, in the construction process works because of the collapse of liability or fault of scrap, machinery and equipment damage and personal injury caused by improper safety equipment or major economic loss incidents.
The third major accident in four levels:
(A) with one of the following conditions as a major incident:
1. Killed 30 people or more;
2. More than 3 million yuan of direct economic losses.
(B) one of the following conditions for the two major incidents:
