　為加強工程建設中的廉政建設，規范工程建設項目承發包雙方的各項活動，防止發生各種謀取不正當利益的違法違紀行為，保護國家、集體和當事人的合法權益，根據國家有關工程建設的法律法規和廉政建設責任制規定，特訂立本廉政責任書。
　　第一條　甲乙雙方的責任
　　（一）應嚴格遵守國家關于市場準入、項目招標投標、工程建設、施工安裝和市場活動等有關法律、法規，相關政策，以及廉政建設的各項規定。
　　（二）嚴格執行建設工程項目承發包合同文件，自覺按合同辦事。
　　（三）業務活動必須堅持公開、公平、公正、誠信、透明的原則（除法律法規另有規定者外），不得為獲取不正當
