前言
國際標準化組織（ISO）是由各國標準化團體（ISO成員）組成的世界性的聯合會。制定國際標準的工作通常由ISO的技術委員會負責。各成員國若對某技術委員會確立的標準項目感興趣，均有權參加該委員會的工作。與ISO保持聯系的各國際組織（官方的或非官方的）也可參加有關工作。在電工技術標準分方面，ISO與國際電工委員會（IEC）保持密切的合作關系。
由技術委員會正式通過的國際標準草案需提交成員團體表決。需取得至少75%參加表決的成員團體的同意，才能作為國際標準正式發布。
國際標準ISO10013由ISO/TCL176質量管理和質量保證技術委員會SC3支持委員會負責制定。
引言
ISO9000族國際標準包括了對質量體系的要求，這此質量體系要求可使對質量管理和質量保證達成共同的解釋、開發、實施和應用。

ISO10013: 1995 guidelines for the preparation of quality manual
Preface
International Organization for Standardization (ISO) is by national standards bodies (ISO member) consisting of a worldwide federation. The work of international standard by the ISO technical committee is usually responsible. Member States for which a technical committee established standards are interested in, is entitled to participate in the work of the Commission. ISO to maintain contact with international organizations (official or unofficial) may also participate in the work. Technical standards in the electrical sub-areas, ISO and the International Electrotechnical Commission (IEC) to maintain close relations of cooperation.
