《廣東省郵電物資供應采購管理規(guī)定》的實施細則
為貫徹《廣東省郵電物資供應采購管理規(guī)定》(以下簡稱《規(guī)定》)的精神，切實加強郵電物資供應采購宏觀管理，理順關系、適度集中、規(guī)范行為，充分發(fā)揮郵電物資供應系統(tǒng)的主渠道作用，保證做好郵電通信大發(fā)展所需物資的供應工作，特制定本實施細則。
□ 部管工程項目 部管工程項目是指郵電部(含各司、局)下達任務書在省境內(nèi)建設的通信項目。這些項目由省郵電管理局(以下簡稱省局)委派郵電器材公司會同省局有關專業(yè)處室，根據(jù)設計要求集中訂貨，省郵電器材公司負責物資供應的工作，包括參與工程的會審，負責訂貨、催貨、清關、結算和售后服務的協(xié)調(diào)工作，收取相應的費用，費率按部有關規(guī)定執(zhí)行。
參照郵部［1994］776號文的精神，由中國郵電器材總公司集中采購的工程物資，由省郵電器材公司配合中國郵電器材總公司，做好省內(nèi)段物資供應的全部服務工作，有關的費用由省郵電器材公司和中國郵電器材總公司協(xié)商收取。 有關工程所需器材，原則上由項目建設單位提前一個季度向省郵電器材公司報計劃。
□ 省管工程項目 省管工程項目是指省局(含中央企業(yè)、地方農(nóng)話)在省境內(nèi)投資(含全部或部分)建設的通信項目。 工程所需的進口物資將根據(jù)工程資金來源(利用外資或省局自籌、貸款)的不同情況，由省郵電器材公司會同省局有關專業(yè)處室或省局指定單位與廠商談判引進或招標。工程所需國內(nèi)生產(chǎn)的主要物資，由省郵電器材公司負責集中采購供應。
