3.施工部署
根據現場場地及施工安排，基槽開挖及邊坡護壁于11月上旬結束，下一步(冬施)將進行墊層施工及基礎施工。
3.1  施工準備
3.1.1  冬季施工時間：日平均氣溫連續5天低于5℃或11月15日，為冬施開始日期；日平均氣溫連續5天高于5℃或3月15日，為冬施工結束日期。現場應于11月初即開始對大氣進行測溫，上述兩個條件有一個達到即確定為冬施的起、止日期。
3.1.2  根據目前的施工情況，熟悉掌握各部位施工方法，合理安排施工進度，保證把各種費用降到最低點。
3.1.3  通過計算并結合工程特點，根據初冬(11月15日一12月15日)和嚴冬(12月15日一次年2月底以大氣溫度不低于—10C為標準)各時期的氣溫，選用合理的添加劑和保溫措施。
3.2  現場準備
3.2.1  根據施工進度計劃，材料部門提前組織有關機具、外加劑和保溫供暖設備、材料的進場。
3.2.2  對各種加熱的設備、保溫材料仔細檢查其安全可靠性。
3.2.3  工地臨時供水管道做好保溫防凍工作。
